Eviction Moratorium
The City of Glendale and City of Burbank are part of Los Angeles County but they are not incorporated into the City of Los Angeles. As such, Glendale and Burbank have their own respective mayors and their own respective governments.
The eviction moratorium by Los Angeles City Mayor Eric Garcetti does not apply to Glendale or Burbank. However, California Governor Gavin Newsom issued an executive order making it clear that local governments can impose eviction protections for tenants who are unable to pay their rent because of the coronavirus or loss of income as a result of the outbreak. According to the governor's order, such ordinances should spell out that if a tenant cannot pay the rent because of COVID-19, that tenant’s rental payment is deferred for a reasonable period (6 months after the local city eviction moratorium order is lifted) but not waived. Update: On Aug 25, the Glendale eviction moratorium was extended to Sep 30, 2020.
Update: On May 12, the Glendale eviction moratorium was extended to Jun 30, 2020.

The City of Glendale eviction moratorium states:
"Now therefore, by virtue of the authority granted pursuant to Chapter 2.84 of the Glendale Municipal Code, the Director of Emergency Services issues the following orders, effective at 11:59 p.m. tonight, until March 31, 2020 at 12:00 p.m., that:
Section 1. That no landlord shall file an unlawful detainer action against a residential or commercial tenant, including tenants whose rent is subsidized by any government agency, including, but not limited to, subsidies under the federal government's Housing Choice Voucher Program (Section 8), in the City of Glendale during this local emergency period if the tenant is able to show an inability to pay rent due to circumstances related to the COVID-19 pandemic. These circumstances include loss of income due to a COVID-19 related workplace closure or reduction in hours or activities, child care expenditures due to school closures, health care expenses related to being ill with COVID-19 or caring for a member of the tenant's household who is ill with COVID-19, or reasonable expenditures that stem from government-ordered emergency measures. Nothing in this subsection shall be construed to mean that the tenant will not still be obligated to pay lawfully charged rent. Tenants will have up to six months following the expiration of the local emergency period to repay any back due rent. Tenants may use the protections afforded in this subsection as an affirmative defense in an unlawful detainer action. This subsection shall remain in effect during the pendency of the local emergency period.
Section 2. This Order may be extended prior to March 31, 2020. "
An additional rent repayment measure was passed on May 12 that requires tenants to pay at least 25% of back due rent at the end of each three (3) month period of the twelve month repayment period.
Burbank Eviction Moratorium

The City of Burbank eviction moratorium states:
The moratorium goes into effect immediately and will end on April 30, 2020, unless extended. It only applies to evictions for nonpayment of rent due to four basic areas:
1.A substantial decrease in household or business income caused by layoffs or a reduction in the number of paid hours of work,
2.A substantial decrease in business income is caused by a reduction in operating hours or consumer demand,
3.A substantial out-of-pocket medical expenses are incurred due to the Coronavirus pandemic,
4.Or, if a substantial decrease in income is caused by any local, state, or federal government response to the Coronavirus.
Tenants are still obligated to pay their rent and will have up to six months following the expiration of the local emergency declared by Burbank to repay the rent owed.
If a property owner attempts to evict a tenant for non-payment of rent in violation of this ordinance, the ordinance may be used by the tenant as an affirmative defense against the eviction in court.
